ABSTRACT
Chapter 5 introduces the reader to Alabama’s water politics and specifically its drought mitigation strategies (or lack thereof). The chapter highlights the role of focusing events and their ability to contribute to change or to reinforce the status quo. In Alabama, we note that its relative water abundance and lack of a focusing event (drought) felt by a large percentage of its population has depressed the need for statewide drought planning.
