ABSTRACT
Chapter 7 provides overall conclusions to the research. The chapter reviews the four propositional statements tested in the case studies and evaluates the statements in terms of the case studies. We conclude that while there is general support for the propositional statements, further research is needed to address ambiguity in our findings. The chapter also notes the recurring theme of state context, particularly in terms of prior legal precedence, history, and pre-existing water policies. The chapter concludes with a call for additional research across a broader range of states.
