ABSTRACT

This chapter examines and discusses the evolution of fishing vessels and highlights the challenging relationship between fishing vessels and those charged with maintaining good order at sea. The chapter exposes a range of issues posed by the activities of fishing vessels and the way they cut across what is commonly seen as distinct and unrelated security concerns. Highlighting these commonalities enables a reframing of how we conceptualise constabulary operations. Subsequently, it amends ‘Booth’s Trinity’ to accommodate new maritime challenges such as those posed by grey zone operations. The chapter concludes by examining the theoretical grounding of these operations and connecting this to the new definition of maritime security developed in Chapter 2.
