ABSTRACT
In this chapter, we examine the party in its relations with nonstate institutions and organizations and also look briefly at the CPSU in the international arena, both in its relations with other communist parties (an essential dimension of Soviet foreign relations) and in its role in guiding the foreign policies of the state.
