ABSTRACT

It is nearing the end of Shelby’s third year and she is hastily reviewing the outcomes of her equity audit. Not all components are complete, but her contract ends in a month and the state wants to know if Shelby has been successful at turning Roger Gates around. The state seems pleased with Shelby’s test scores from her first two years, and hopeful that in year three, achievement levels will rise even more. Shelby thinks that moving from 32% to 7% below proficiency in just two years is evidence enough, but apparently it is not.
