ABSTRACT

The previous two chapters concentrated on the awareness of the local authorities of the need to improve the quality and the quantity of domiciliary services. In 1962, local authorities in England and Wales were asked to submit ten-year plans for health and welfare services to the Ministry of Health, and to revise the plans annually. This chapter considers the bases on which plans for domiciliary services were formulated in the case study authorities, and the extent of consultation with supervisors of different services. A comparison is then made with Scottish authorities, which had no formal plans. Finally, the attitudes of English and Welsh authorities to long-term planning are described.
