ABSTRACT

The cool reception afforded by some local authorities to the introduction of ten-year planning was, as described in the last chapter, partly explained by the difficulties experienced in obtaining staff for the services. The extent of recruitment difficulties was therefore discussed in some detail with officials in the case study authorities. Many reasons for the difficulties were suggested or implied. Those relating to the general nature of competition for staff and to social factors affecting the supply of staff are considered in this chapter, and those associated with the employment policies of the local authorities themselves in Chapter 14.
