ABSTRACT
Some authorities contributed to their own recruitment difficulties by failing to adapt employment policies, and it is to these policies that the discussion now turns. Local authorities differed in how they recruited staff, and in policies on the employment of married women, part-time workers, older workers, and partly skilled staff. There were also differences in the attitudes of local authorities towards trying to solve recruitment problems by sponsoring training, or by offering improved terms and conditions of service.
