ABSTRACT

In some case study authorities officials said that the problems of finding sites were almost as great as those of obtaining capital finance for developments involving building projects. Thus, the availability of sites could be a major factor influencing the order in which buildings were planned, and one of the main reasons for revising plans which were originally formulated on the basis of decisions about social priorities. The discussions held with health, welfare and housing officers, and with local authority architects, threw some light on the nature of difficulties over sites, and on how some authorities were evolving ways of overcoming the problems.
