ABSTRACT

In England and Wales, the replacement of that part of Part III accommodation, which is in former public assistance institutions by smaller homes has been an unambiguous feature of Ministry of Health policy. The Scottish Home and Health Department has taken a less definite line on this issue, although it too has urged local authorities to replace or improve old establishments. The implications of implementing this central department policy were discussed with welfare officials in the case study authorities. They also raised the question of whether adapted premises should be replaced. These discussions provided the material for this chapter.
