ABSTRACT

This chapter provides a historical reconstruction of the events that led the Turin-Lyon High Speed Rail megaproject to become one of the most contested projects in Europe. Then, by embracing a relational approach to stakeholder engagement, which also takes MSR into account, it provides an empirical analysis of the stakeholder ecosystem of this project. Qualitative and quantitative research is conducted to reconstruct the stakeholder networks from the perspective of managers and directors of TELT, the company serving as the public promoter for the megaproject. It is argued that the understanding and prioritization of stakeholders is still geared mostly toward internal and national and supranational institutional stakeholder, rather than including firmly local communities and institutions.
