ABSTRACT

The EC has decided to build on the strengths of its member states. This decision triggers a process which involves a search for qualities and knowledge that fit together. The three transitions in which we are currently involved require complex technological and social solutions that no one country can solve by itself. Those who want to partake in a solution need to have rich experience and knowledge, and a generous attitude. By choosing this approach, the commission is initiating a new, less hierarchical, ‘horizontal’ way of working.
