ABSTRACT

This chapter discusses the events that led to the conflict and the forms of governance resulting from it. To restore peace to Hangberg, the courts mandated the formation of a Peace and Mediation Forum (PMF) to be the exclusive structure to represent Hangberg to the state in all development projects in the community. The formation of the PMF triggers interesting questions about the nature of urban governance as exists almost everywhere in the urban South. In a sense, the PMF has 'power with' City Hall to set the agenda for governance, but City Hall retains 'power to' deliver required services and projects. The poor design of the PMF applies both in its capacities to co-govern development projects and to legitimate itself with residents of Hangberg. The The Hout Bay Civic Association also took a different approach to shack evictions by the City than the PMF.
