ABSTRACT
The Education Act 1981, the Education Reform Act 1988 and their associated circulars and regulations provide the central legal and administrative contexts within which most teachers and educational psychologists function in England and Wales. Their work includes professional and legal responsibilities concerning children experiencing a wide range and variety of learning difficulties. The field is both complex and controversial. It affects pupils, parents and professionals.
