ABSTRACT
Open learning is an elusive term, meaning many different things to different people. In the most general sense, it is a relative term, referring to degrees of openness compared to some existing practice. Hence, an open-admissions policy is one which places few or no restrictions on entry, in contrast to those applying strict selection criteria.
