T o convey an impression of the extent to which the history of the toll system can be used as a general illustration of mercantilist policy directed against feudal disintegration, the description outlined in the previous chapter must be extended to include the development of internal economic administration in other spheres. But it is quite sufficient to confine such a description to the principal points. The following chapter will therefore limit itself to a cursory survey.1
