ABSTRACT
As the Russian political state in the inter-war years underwent numerous changes, so with the industrial structure of the Soviet Union. We have already commented on the various changes in public, private, and co-operative industry in Russia before, during, and following the New Economic Policy, and the shift, in the early years of the Soviet government, toward and away from workers' control of individual industries and plants.
