ABSTRACT
The town planner works by creating out of a diversity of elements, buildings, landscapes, communications, economics and aesthetics, a dynamic design process to meet the interacting needs of a changing community. In his work he uses the specification of the engineer, the crystallised mores of the society in which he works, the legal framework and social values.
