ABSTRACT
The population program of Sweden aimed to strengthen the family, to alleviate its worst trials and tribulations, and to make possible harmonious living. It was not believed that such a goal could be furthered by disqualifying those children who are born and reared outside the complete family. They, too, are citizens of tomorrow and it is just as urgent to provide the best opportunities for growth for them as for children in complete families.
