ABSTRACT

Population policy cannot be considered apart from the many other values and goals of society. All measures for attaining population goals must be judged not only with reference to the valuations advanced in the preceding chapter but also with reference to the whole complex of other ideals of our society. Reforms to be proposed must be fused into an organic whole. Our strivings in the population and family field are, furthermore, so fundamental that population policy becomes an intensification and redirection generally of social policy rather than a set of specific measures.
