Suggested questions for local youth committees These are questions a local youth committee might · well ask while working in the way we have described in the report. 1. What factors influenced the committee to attempt to work in this way? Its own traditions? A small group on the committee? Elements in the community? Outside pressure? 2. What were the major problems in the pre-planning stages, and how were they resolved or bypassed? Problems of committee structure or function? Problems of agency prerogative? Problems of absence of consensus? 3. What were the major problems in the planning stages? Anxiety about having to change established patterns? Of entitlement and service? Allocating responsibility for parts of a proposed programme? 4. What were the major problems in the implementation stages? Unexpected reactions in the field from young people or the community? Difficulty in involving the autonomous groups and indigenous adult leaders? Need to change agreed upon plans? 5. What were the major problems in the evaluation stages? How were criteria evolved? Who did the evaluating and how? 6. What were the problems in each stage of the development programme? Who needed interpretation and why? Who did the interpreting, how and why? 7. What was the nature and content of the more important instances of conflict and of co-operation? How did these situations arise? Why? What was done about them? (or not done). Why, by whom, with what effect, positive or negative? 8. What was the role of the local youth officer at each stage? What did he do? Why? How? What did he need to know in order to do it? Information? Knowledge? Skills? 9. What was the role of the committee at each stage? What did they have to do separately and in committee? 10. In the process of working in this way, what new elements were introduced into the situation either on a short term basis or permanently? Other youth work agencies? Related social welfare agencies? Experts? Volunteers from outside the community? Autonomous groups and indigenous adults from within the community? Why? How? To what affect? 11. What new approaches and methods were introduced? Why? How? By whom? To what effect in each of the particular areas of work? 12. What side effects on the community, positive or negative?
