A L T H O U G H the scope of this study has been limited in some respects, its basis being a detailed investigation of Anglican moral welfare work in two selected dioceses, it will, we hope, have become apparent to the reader, as it did to us at an early stage in the investigation, that underlying the collection and interpretation of the factual material were basic questions of principle and policy. Fundamental to all the issues discussed in the study is the question as to what is the social function of the Church in a 'welfare' state, and, arising from this, whether, under modern conditions, there are valid reasons for its continued corporate engagement in social work. Because this question is at the heart of the study we raised it in the Introduction; having completed the investigation we must now discuss it further.
