ABSTRACT

UNEMPLOYMENT creates two main interrelated problems: Finding a new job and providing an income during the period of unemployment. The work of the Ministries attempting to deal with these two problems i.e., the Ministry of Labour and the Ministry of Social Security, must be seen as complementary. It is generally agreed that long-term unemployment demoralises people even when the state provides cash benefits to the unemployed. Vice-versa, even when the unemployed can find a new job without much delay, they need financial support as of right to sustain themselves and their families in good physical and mental health.
