ABSTRACT

The term 'delinquent' covers a variety of symptoms. Indeed it has social rather than clinical applications; rarely is the word applied to a child or a young person until the point of Court procedure is reached, and, as we have seen, Court procedure begins at different points in different areas, and in different social classes, largely according to how much the environment tolerates before public sanctions are taken, or how soon Approved School training is seen as the constructive decision, and to what other facilities are available.
