ABSTRACT
We have seen in the historical section that for many years scant thought was given to classification of offenders, even by sex and age. With the growth of the Reformatory system, a ceiling age of 16 was set, up to which limit ages were mixed, and girls, though fewer in number than boys, shared the institutions. By 1860 classification by sex was the rule.
