The question of what measures should be taken to ensure that children who are deprived of parents and a normal home life are brought up under conditions best calculated to compensate them for the lack of parental care requires, besides a survey of the direct evidence, some consideration also of what actually constitutes good parental care, and what is the significance of the home and its usual setting in the ordinary child's life. 2
