ABSTRACT
Strong national government and strong cities are not contradictory; they are actually complementary. In the past, most countries have been highly centralized; city governments have been weak. Centralization has brought many negative consequences in train: a distorted supply of public goods, waste or disempowerment of urban inhabitants. In contrast many examples demonstrate that in the long run local autonomy, based on adequate powers, will improve local economic and social development.
