ABSTRACT
On 4 September 2000 the Guardian ran a front-page interview with Chris Woodhead, then the chief inspector of schools in England, with this quote prominently displayed: ‘We can’t have a situation where young people are kept for longer and longer at school, and at greater public expense, but who end up knowing no more than those in the past did who left school younger.’
