The Association’s first task under the guidance of Josephine Butler was to challenge the system of State licensing of prostitution and that is still its main task. But the scope of the work has constantly and inevitably widened. Every year we are confronted with some new problem, calling for intelligent and informed application of these principles, or for challenge to some abuse arising from the fundamental evil of regulated prostitution.
