Introduction

The agenda of modernization in all phases of education, linked to a push for improved national standards of achievement from pupils, unfolded in Teachers: meeting the challenge of change (1998) and confirmed in subsequent documents and initiatives in the years since, has impacted in radical ways upon teachers and pupils in schools. New procedures, opportunities, evaluation processes, and a vast expansion of e-communication and information systems, have been put into place with rapidity and detail.
