ABSTRACT

TOWARDS the end of April 1949 the Research Team was requested by the Superintendents Committee to discuss with them possible changes in the constittiuon of the committee. This relationship with the superintendents, which began as assistance to them in discussing what on the surface seemed a minor organizational problem, soon turned into a joint exploration of how group problems may stand in the way of effective organization, and of how the initiation of joint consultation between higher management and workers’ representatives may have disturbing effects on the operation of the executive system, if due regard is not given to relations in the executive chain.
