ABSTRACT

The conclusions to be drawn from the events and developments of the past three years may be summarized in one general statement. When level of work is measured by time-span (including where necessary the wastage-avoidance notion), an equitable work-payment structure can be found: payment that is consistent with this structure will be found satisfying by members fully established in jobs; work will be done in a relatively efficient, competitive, and decisive manner within the limits of the form of organization adopted; and there will be freedom from grievances about differentials between members and between groups or grades of members.
