The method of assessment of work level for the jobs of staff members could be summarized thus: first, tease out the discretionary content of the work allocated to a particular job; second, discover the mechanisms employed to review the use of discretion by a member doing the job; third, discover the maximum period of time that would elapse under the particular conditions of review, during which the member was authorized and expected to exercise discretion on his own account in discharging the responsibilities allocated to him.
