ABSTRACT

There is considerable evidence supportive of the prediction of political-economy models that protectionist responses are endogenous to the political mechanism and derive from income-distribution rather than optimum-tariff, infant-industry, of second-best considerations. This section reviews the results of some empirical studies, both of the econometric and case-study type. The focus is on the U.S. The bibliographic notes provide references for additional studies for the U.S. and other countries.
