ABSTRACT
Villages were to all intents and purposes free and independent. Allies and enemies were treated as equals. Even between brother villages of a single cluster, there was no political sense in which the parent village had authority or leadership. Although they acknowledged the superior religious status of an aristocratic clan, and although its members had pretensions to suzerainty, there was no practical restriction on the independence of the villages.
