the main purpose of the Association was to raise prices and reduce price cutting. In order to pursue this policy quickly and effectively price lists had to be issued to the salesmen. Co-operation was not sufficiently developed to give the individual salesmen general policy directives and thus the system introduced was comparatively rigid.
