ABSTRACT

In 1948 the British Labour Government produced the first legislation 1 for three centuries that dealt with market dominance by private enterprise organizations as a general matter for public supervision and control. Lack of earlier legislative activity in the field does not reflect, however, private and public apathy towards the issue of market dominance. This chapter provides an introduction to the most important relevant developments in attitudes and conditions that took place during the thirty years prior to the 1948 legislation. 2
