ABSTRACT

The Labour Government established the Monopolies and Restrictive Practices Commission by Act of Parliament in 1948. 1 The Act placed the Commission under the general supervision of the Board of Trade, as the Department of State most suited to the supervision of industry and commerce. The Board of Trade was responsible for the appointment of Commissioners, and for deciding the industrial and professional backgrounds most suited for membership of the Commission. The Board of Trade was responsible for deciding whether Commissioners should be appointed on a full-time or a part-time basis.
