ABSTRACT
This paper was written at the request of Herbert Morrison, Lord President of the Council in the first majority Labour government 1945–51, in September 1945. It was subsequently sent to ministers as ‘expressing broadly the principles upon which the [official] Steering Committee [on Economic Development] intended to conduct its work’ (Meade Papers 3/10, Meade Diary, 1, 16 and 23 September and 18 November 1945, Public Record Office T230/18 and CAB134/186).
