ABSTRACT
While he was in Oxford (as a Fellow of Hertford College 1931–37) Meade was a member of the New Fabian Research Bureau, which was set up by G. D. H. Cole in 1931; he wrote the following paper for the NFRB's discussions in June 1934 (Meade Papers 2/7).
