An economy close to the border of subsistence narrowly limits the play of economic policy. Where agriculture bulks large, much is unpredictable, for mastery of natural vagaries is more difficult than of industrial techniques. Economic planning in these conditions cannot be certain or precise, nor can rash adventures be afforded.
