ABSTRACT
In this chapter we shall consider the official machinery, both governmental and trade union, for dealing with labour questions; the distribution, recruitment, training, organization and payment of non-agricultural labour; the position of managers, administrative staff and technical personnel in industry, and the role of Party branches in enterprises. Space forbids the consideration of several related topics of great import, such as population changes, general (as distinct from technical) education, and welfare services.
