ABSTRACT

Leaders of the regional councils constantly complain about the lack of suitably qualified candidates to launch and manage enterprises. It is of course essential that they be members of settlements in the district, but the settlements need them themselves and are reluctant to permit them to engage in work on behalf of the region as a whole. There are no easy solutions to this problem. Leaders, managers, must grow with the projects they head. This is a process that takes a long time. If, however, our proposal for the re-drawing of the municipal map were accepted and the fifty regional councils reduced by two-thirds, at least one hundred local leaders would be freed for new tasks (for each of the thirty-three councils is headed by a chairman and two deputies). This is an important human asset; it could be utilized to set up and manage at least a hundred large, new undertakings. This number could be augmented by the amalgamation of branches and services.
