ABSTRACT
Because the causes and consequences of the security concerns provoked by protracted refugee populations are diverse, it is impossible to formulate a single policy response to all migration-related security concerns. In fact, the elements of a necessary response are varied and different programmes are required at different stages of a response. This chapter considers efforts to address various aspects of protracted refugee situations before proposing a framework for the planning and implementation of comprehensive plans of action for individual protracted refugee situations.
