ABSTRACT
The Tanzimat provided no constitutional framework for regulating relations between the governing and governed, between the sovereign and his administration, or between the legislative and administrative on the one hand, and the judiciary on the other. Although the inferior quality of the Ianzimat rulers enhanced the importance of the prime ministers, Mahmud II's innovation was not developed into a cabinet system. The system was maintained of having a prime minister (the title Sadrazam was restored in place of bafvekil) together with individually appointed and individually responsible ministers. In consequence, the T anzimat governments lacked stability and homogeneity-although the ministers were all conspicuously secular in outlook.
