ABSTRACT

A lateral project must enhance expected benefits rather than penalties which would be applied in the case of refusal or failure. There is talk of honesty and dishonesty, faults, responsibility, courage, duplicity and, of course, penalties. When those who have initiated a project are suddenly stopped in their tracks, the first instinct is to use power. There is general agreement that a professional bank robber should be put into jail. But if the same action is taken by a freedom fighter during war-time it might appear heroic. The punishment which seems natural would appear unjust if it were applied in war-time by enemy forces. Those responsible for sensitive projects find it difficult to understand that they appear as ‘those who make the laws’. A judge will find it difficult to convince a young thief that stealing cars is a reprehensible act.
