ABSTRACT
The public sector plays a dual role in the provision of facilities for leisure and recreation. The provision and management of recreation enterprises for public enjoyment is the more direct but the public sector also provides an organizational framework which influences provision by the private sector. The main spheres of influence are:
• financial support; • advice; • development control of one form or another; • active participation in development and management.
