ABSTRACT
The fall of the Iron Curtain has revealed the back-stage reality of eastern Europe in all its grim detail: corruption, inefficiency, appalling building standards, mis-allocations, and gross housing and retail shortages. The reforms have left ordinary citizens materially worse off. The need for urban renewal in eastern Europe is beyond doubt, the question is: how can it be paid for?
