Effective management development requires six elements to be carefully addressed in turn:

• Identification of the organization's future management needs at the macro level and how these will differ from the present. Within this, taking a 3-to 5-year view, there are three key questions:

What do we expect the organization to look like (structure, size and geography)? How many managers at various levels do we expect to need? At the very least, will we need more or fewer? How will the jobs of managers differ from the present?
