ABSTRACT
The second of the three primary interest groups, the SOP, identified earlier, are the owner/operators, the people whose responsibility it is to manage the stadium and to ensure that events run smoothly (and, of course, at a profit). Generally offices and associated facilities are required for five groups:
Permanent and temporary stadium management
Stadium safety and security personnel (police and emergency services)
Stewards brought in on match days (crowd control)
The media
Ground staff and maintenance personnel
